Dartmouth Welcomes New Co-Town Administrators Starting Monday

Dartmouth, MA

– The Town of Dartmouth is pleased to announce the appointment of two new Co-Town Administrators, Ms. Kristy dosReis and Mr. David Costa, effective Monday, February 13, 2023. Ms. dosReis and Mr. Costa will oversee the day-to-day operations of the town, including managing the budget, supervising town departments, and implementing policies and procedures. They will work closely with the Select Board and other elected officials to ensure that the town runs efficiently and effectively.

Ms. Kristy dosReis

Ms. dosReis has over 20 years of experience in municipal government, most recently serving as the Assistant Town Manager/Director of Operations for the Town of Wellfleet. She holds a Master’s degree in Public Administration from Suffolk University and is a certified Municipal Manager through the Massachusetts Municipal Management Association. “I am excited to join the Town of Dartmouth and contribute to its success,” said Ms. dosReis. “I look forward to working with the Select Board, staff, and residents to advance the town’s priorities.”

Mr. David Costa

Mr. Costa has over 15 years of experience in the private sector, including roles in engineering, project management, and operations. He holds a Master’s degree in Engineering Management from Northeastern University. “I am honored to have been selected as a Co-Town Administrator for the Town of Dartmouth,” said Mr. Costa. “I am eager to apply my skills and experience to help the town achieve its goals.”

Shared Leadership Model

The Town of Dartmouth transitioned to a shared leadership model in January 2023 with the retirement of long-serving Town Administrator David Cressman. The model is designed to provide continuity of leadership while also allowing for a broader range of expertise and perspectives. “We are confident that Ms. dosReis and Mr. Costa will be an asset to our community,” said Dartmouth Select Board Chair Frank Duarte. “Their combined experience and skills will serve us well as we navigate the challenges and opportunities that lie ahead.” Ms. dosReis and Mr. Costa will begin their duties on Monday, February 13, 2023. They will be introduced to the public at a special meeting of the Select Board on Tuesday, February 14, 2023, at 6:00 PM at the Town Hall Annex.

Co-town administrators start Monday

DARTMOUTH — Selectmen Monday night will officially welcome interim Co-Town Administrators Michael Gagné and Gregory Chapdelaine to the town. The board interviewed eight candidates for the position and narrowed the field to Gagné and Chapdelaine two weeks ago. Selectmen Chairman William D. Martin said then that Gagné would be responsible for the day-to-day operations of the town, from budget coordination to personnel issues. Chapdelaine would focus on specific projects and assignments. Gagné is the former town administrator of Somerset, where he served from 2014 to May 15, 2023. Prior to that he was town manager of Swansea from 2010 to 2014, and town administrator of Oak Bluffs from 2002 to 2010. Chapdelaine, the former town administrator of North Attleboro, served for 10 years until his retirement from that position in 2021. From 1996 to 2011, he was the assistant town administrator of Franklin. Selectmen hired the two men as co-town administrators in a 4-1 vote, with Selectman Stanley Mickelson voting no. The board had appointed former Town Clerk Lynn Medeiros as interim town administrator after former Town Administrator Shawn MacInnes was fired in March by selectmen. Medeiros will return to her former position as town clerk, Martin said Monday night. Selectmen meet at 6:30 p.m. Monday in the Selectmen’s Meeting Room at Town Hall.
